City of Edgemont Common Council
October 1, 2019
Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 17, 2019, at Edgemont City Hall. Present were Council members, Roger Horton, Kimberly McDade, Carla Schepler, Jason Shook, John Sturgis and Robert Worden.
The Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Jason Shook made a motion to approve the October 1, 2019 agenda. Motion seconded by Carla Schepler. Motion passed with unanimous vote.
Approval Of Minutes: Roger Horton made a motion to approve the September 17, 2019 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Committee Reports: Law Enforcement –Mayor Dibble read the police report log.
Public Works – Joe Koller stated that they had two water breaks, one burial, graveled the rest of the alleys, trimmed trees and bushes around signage, last limb and leaves pickup will be this month and the well drillers are at about 1600 ft right now.
Mayor – Mayor Dibble stated that the 5 year pre-mitigation plan draft has been completed.
Public Comment: Mary Kellogg wanted to ask the Council what they were going to do about the garbage, harassment and bullying that she is putting up with from her neighbors at 601 4th Ave for over a year?
Approval Of Claims: Carla Schepler made a motion to approve the October 1, 2019 claims totaling $38,280.81. Motion seconded by Jason Shook. Motion carried with unanimous roll call vote.
Sept 18-30, 2019 Salaries: Mayor 400.00, Council 330.00, Administration 1604.22, Streets 2993.77, Airport 89.41, Cemetery 40.21, Hospitals 12.38, Pool 7.50, Park 594.97, Library 1014.26, Water 1036.55, Sewer 603.65, Garbage 651.64. Total Salaries: $9,378.36.
Sept 18-30, 2019 Expenditures: IUOE Local 49 3462.00 insurance, BH Energy 4516.68, Dustin Aldrich 450.00 animal control, FR Auto 76.51 supplies, Hawkins 1533.34 supplies, FR County Herald 485.03 publishing, Hi-D-Way 127.49 repairs, Kyle Kaiser 151.28 pharmaceutical allowance, Muth Electric 771.91 professional fees, Regional Health 68.41 pharmaceutical allowance – Dane Hirschfeld, Stacie Harter 179.76 travel, SDLA 215.00 registration fees, Verizon 106.76 cell phones, WRT 11788.49 professional fees, EFTPS 4435.62 payroll liabilities, ePath 534.17 sales tax. Total expenditures: $28,902.45.
Hanes Variance: Kimberly McDade made a motion to approve the Hanes variance to change property from commercially zoned to residential. Motion seconded by Jason Shook. Motion carried with roll call vote. Horton – nay, McDade – aye, Schepler – nay, Shook – aye, Sturgis – nay, Worden -aye, Dibble – aye to break tie.
City Hall Renovations: Kimberly McDade made a motion to approve the quote from Collins Companies for the siding & windows, also to purchase a door for up to $4000.00. Motion carried with roll call vote. Horton – aye, McDade – aye, Schepler – aye, Shook – aye, Sturgis – nay, Worden -aye.
Sd Dot: Rich Zacher and Jon Suomala discussed the issues with the speed limit near the Dollar General Store and how studies will assist them in making those decisions.
Trent Mccartney: Carla Schepler made a motion to approve Trent McCartney as a full-time employee with pay retroactive to September 16, 2019. Motion was seconded by John Sturgis. Motion passed with unanimous roll call vote.
Executive Session Per Sdcl 1-25-2 (1,3 & 4) Personnel/Contracts/Litigation: Carla Schepler made a motion to enter into Executive Session at 8:00 p.m. Motion was seconded by Robert Worden. Motion passed with unanimous vote.
Return to regular meeting at 8:43
No action was taken.
Adjournment: Jason Shook made a motion to adjourn at 8:43 p.m. Motion was seconded by John Sturgis. Motion carried with unanimous vote.
The next regular City Council meeting will be held October 15, 2019 at 7:00 p.m.
