Regular Board Meeting
September 9, 2019
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in regular session on September 9, 2019 in the Superintendent’s office. The meeting was called to order by Dave Osmotherly, Board President, at 5:30 p.m.
Pledge of Allegiance
Roll Call: Members Present: Dave Osmotherly, John Cope, Lance Tlustos; Jennifer Her Many Horses arrived at 5:37.
Motion by Cope, seconded by Tlustos, to approve August 12, 2019 and August 26, 2019 meeting minutes.
Motion by Tlustos, seconded by Cope, to approve the agenda.

Public Participation (15 minute time limit-3 minutes per person): Roy Merdanian informed the board about the progress of the football team.
Oelrichs Town Request: Joe Messinio spoke about the road work required for 7th and Maple streets around the school. The cost of gravel is $240 a load and $330 to spread at a minimum of 3 hours. The city would pay for the cost to spread if the school would consider paying for the cost of gravel. Joe presented two proposals. Proposal One was for the school to cover the costs from HWY 385 to Main Street on 6th street and Maple Street to 7th with a total cost to the school of $1,680. The second proposal considered the cost of gravel for the cover only Maple 6th and 7th street for $960.
Tabled until executive session.
Reports: Dr. Stone informed the board that FY2019 audit has started. The board was given a copy of the audit report from FY2018.
The board would like to schedule a meeting, tentatively September 30, to review the schematic drawing for the new building addition.
Financials: Claims and monthly financial reports were presented to the board. A motion by Cope, seconded by Her Many Horses to accept the financial reports and claims as presented. Motion Carried
Fiscal Year Budget 2019-2020: Motion by Cope, seconded by Her Many Horses to approve the third and final reading of FY 2020 budget. Motion Carried.
Meal/Rate Change: Motion by Cope, seconded by Tlustos to change the price of student lunches to $3.00 and adult lunches to $3.75, effective immediately. Motion Carried.
Vehicle Purchase (Maintenance Department): Motion by Her Many Horses, seconded by Tlustos to publish a bid to purchase a pickup for the maintenance department not to exceed $7,000 due to be presented at the September 30 special meeting.
Open Student Enrollment: Motion by Tlustos, seconded by Her Many Horses to accept students 2, 4, 5 and decline students 1, 3, 6 as presented by Dr. Stone and Principal Peterson. Motion Carried.
Contracts: Cash-Wa Distributing was the only food service vender to follow the procurement process and will be the primary vendor for Oelrichs School District school lunch program.
Motion by Tlustos, seconded by Her Many Horses to approve contracts for Sheryl Kirkeby as High School Student Counsel Sponsor for $500; Buff Tewahade as Year Book Advisor for $1,100 and Head Cross Country Coach for $3,450; Brittany Kneebone as Cheerleading Sponsor for $1,150; and Katie Frieden as Head HS Volleyball Coach for $2,800. Motion Carried.
Motion by Cope, seconded by Tlustos to approve Dave to sign the Propane Contract “Ceiling” prepared by CBH for 3,000 gallons at a ceiling price of $1.69 for a total deposit amount of $5,070. Motion Carried.
Personnel: No action was taken.
Executive Session: A motion by Cope, seconded by Her Many Horses to enter executive session for SDCL 1-25-2.3 at 6:22 pm to consult legal counsel about contractual matters, adjourned from executive at 6:26 pm.
SDCL 1-25-2.3 Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters.
Motion by Her Many Horses, seconded by Cope to pay $1,680 for gravel for the road repair as presented by Joe M. Motion Carried.
Adjournment: Motion by Her Many Horses to adjourn the meeting at 6:27 p.m.
