Regular Meeting
July 3, 2018

Call to Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on July 3, 2018, at Edgemont City Hall. Present were Council members, Terry Leehey, Carla Schepler, Jason Shook, Barbara Strozewski, Sandra Woodard and Robert Worden.

The Pledge of Allegiance was stated.

Conflict of Interest For Council Members: Carla Schepler and Barbara Strozewski stated conflicts with agenda items 6, 7, 8 & 9 concerning liquor/malt beverage license transfers.

Approval of Agenda: Sandra Woodward made a motion to approve the July 3, 2018 agenda. Motion seconded by Carla Schepler. Motion passed with unanimous vote.

Approval of Minutes: Jason Shook made a motion to approve the June 19, 2018 minutes. Motion was seconded by Sandra Woodward.Motion passed with unanimous vote. 

Committee Reports:

Law Enforcement – No officer present

Public Works Committee – Sandra Woodward & Joe Koller

Finance/Personnel Committee – Sandra Woodward stated that the claims were reviewed and approved. Mayor – Mayor Dibble wants everyone to have a safe and happy 4th of July. He would like people to call City Hall before starting any projects to see if there are any permits needed. The Fire Hall roof project should start in a couple of weeks and asked that everyone pay attention to the water restrictions so everyone can continue to have service.

Public Comment: No public comment was heard.

Approval of Claims: Sandra Woodward made a motion to approve the July 3, 2018 claims totaling $42002.79. Motion seconded by Barbara Strozewski. Motion carried with unanimous roll call vote.

June 19-July 2, 2018 Salaries: Mayor 400.00, Council 360.00, Administration 1557.49, Fire Dept 30.00, Streets 1614.88, Cemetery 578.91, West Nile 92.87, Hospital 40.00, Pool 113.53, Park 427.47, Library 938.69, Museum 97.94, Water 1986.59, Sewer 336.78, Garbage 569.01.Total Salaries: $9144.16.

Retail (On-Off Sale) Malt Beverage License Transfer – Mogul Mart To Yesway #1175: Sandra Woodward made a motion to approve the Retail (on-off sale) Malt Beverage license transfer from Mogul Mart to Yesway #1175. Motion was seconded by Robert Worden.Motion carried with roll call vote. Leehey – aye, Schepler – abstain, Shook – aye, Strozewski – abstain, Woodward – aye, Worden – aye.

Retail (On-Off Sale) Malt Beverage License Transfer – Fresh Start To Yesway #1174: Jason Shook made a motion to approve the Retail (on-off sale) Malt Beverage license transfer from Fresh Start to Yesway #1174. Motion was seconded by Sandra Woodward.Motion carried with roll call vote. Leehey – aye, Schepler – abstain, Shook – aye, Strozewski – abstain, Woodward – aye, Worden – aye.

Retail (On Sale) Liquor License Transfer – Fresh Start To Yesway #1174: Sandra Woodward made a motion to approve the Retail (on sale) Liquor license transfer from Fresh Start to Yesway #1174. Motion was seconded by Jason Shook. Motion carried with roll call vote. Leehey – aye, Schepler – abstain, Shook – aye, Strozewski – abstain, Woodward – aye, Worden – aye.

Retail (Off Sale) Liquor License Transfer – Fresh Start To Yesway #1174: Jason Shook made a motion to approve the Retail (off sale) Liquor license transfer from Fresh Start to Yesway #1174. Motion was seconded by Robert Worden.Motion carried with roll call vote. Leehey – aye, Schepler – abstain, Shook – aye, Strozewski – abstain, Woodward – aye, Worden – aye.

Surplus City Lots 3,4 & 5, Block 6, Original Town Of Edgemont: Carla Schepler made a motion to surplus Lots 3,4 & 5, Block 6, Original Town of Edgemont. Motion was seconded by Sandra Woodward. Motion carried with unanimous roll call vote.

Crown Castle Notice Of Sublease: Notice was given that Crown Castle will be subleasing the cell phone tower to T-Mobile per contract.

Executive Session Per Sdcl 1-25-2 (1&3) Personnel/Litigation/Contracts: Carla Schepler made a motion to enter into Executive Session at 7:31 p.m. Motion was seconded by Sandra Woodward.  Motion carried with unanimous vote.

Returned to regular meeting at 8:08 p.m. No action was taken.

Adjournment: Sandra Woodward made a motion to adjourn at 8:09 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.

The next regular City Council meeting will be held July 17, 2018 at 7:00 p.m.
