Regular Meeting
May 15, 2018

Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 P.M. on May 15, 2018, at Edgemont City Hall. Present were Council members, Terry Leehey, Carla Schepler, Sandra Woodard and Robert Worden. Jason Shook and Barbara Strozewski were absent. 

The Pledge of Allegiance was stated.

Conflict Of Interest For Council Members: No conflicts were heard.

Approval Of Agenda: Sandra Woodward made a motion to approve the May 15, 2018 agenda. Motion seconded by Carla Schepler. Motion passed with unanimous vote. 

Approval Of Minutes: Sandra Woodward made a motion to approve the May 1, 2018 minutes. Motion was seconded by Carla Schepler. Motion passed with unanimous vote. 

Committee Reports: Law Enforcement – Drew Lamoureux

Public Works Committee – Sandra Woodward read the list provided by the Utility Crew.

Finance/Personnel Committee – Sandra Woodward stated that the claims were reviewed and approved. Mayor – Mayor Dibble stated that the Union Committee needed to have a meeting to discuss the 2019 contract. He also declared that flags at City Hall will be flown at half-staff on Friday May 18, 2018 in memory of Amanda Allen.

Public Comment: No Public Comment was heard.

Approval Of Claims: Sandra Woodward made a motion to approve the May 15, 2018 claims totaling $51,867.10. Motion seconded by Robert Worden. Motion carried with unanimous roll call vote.

May 1-14, 2018 Salaries: Council 30.00, Administration 1557.49, Fire Dept 20.71, Streets 1772.28, Cemetery 204.07, West Nile 376.39, Pool 14.18, Park 520.84, Library 865.78, Museum 14.56, Water 816.54, Sewer 477.45, Garbage 692.78. Total Salaries: $7363.07.

May 1-14, 2018 Expenditures: Lowe’s 108.42 supplies, Culligan 27.00 supplies, Golden West 576.07, Golden West Tech 77.50 firewall, Hawkins 1777.15 supplies, IUOE Local 49 138.00 dues, Jerry Dibble 79.38 travel, Joe Koller 68.04 travel, Kyle Kaiser 151.28 pharmaceutical allowance, MidContinent Labs 1539.50 testing, Rancher’s 349.55 supplies, Sanders 4150.35 garbage, SDPAA 29364.14 insurance, Steven’s Auto 1295.00 supplies, Sword & Ahrendt 961.65 attorney, USPS 101.00 postage, WRT 3740.00 professional fees. Total expenditures: $44,504.03

Old Business: Ordinance 2018-05-01 – City Administration – 2nd Reading: Sandra Woodward made a motion to approve Ordinance 2018-05-01 as read. Motion was seconded by Carla Schepler. Motion passed with unanimous roll call vote.

An Ordinance Amending the Edgemont Code of Ordinances Passed On November 20,2012

Chapter 2, City Administration, of the Edgemont Code of Ordinances shall be amended to read as follows:

02.01.08. Conduct of the Business of Council. The following rules are hereby adopted for the conduct of the business of the council:

Rule 14: All Council Members shall:

• Demonstrate honesty and integrity in every action and statement

• Serve as a model of leadership and civility to the community

• Inspire public confidence in Edgemont government

• Work for the common good, not personal interest

• Prepare in advance of Council meetings and be familiar with issues on the agenda

• Fully participate in City Council meetings and other public forums while demonstrating respect, kindness, consideration and courtesy to others

• Participate in scheduled activities (committee meetings) to increase team effectiveness and review Council procedures such as these protocols

• Represent the City at ceremonial functions at the request of the Mayor

• Be responsible for the highest standards of civility and honesty in ensuring the effective maintenance of intergovernmental relations

• Respect the proper roles of elected officials and City staff in ensuring open and effective government

• Provide contact information to the Finance Office in case a situation arises while the Council Member is out of town

• Councils are composed of individuals with a wide variety of backgrounds, personalities, values, opinions and goals. However, all have chosen to serve in public office in order to improve the quality of life in the community. In all cases, this common goal should be acknowledged even as Council may “agree to disagree” on contentious issues.

Rule 15: Council Members are role models for residents, business people and other stakeholders. Be respectful of other people’s time by staying focused and act efficiently during public meetings. The use of any electronic device is not permitted during Council meetings or Executive Sessions.

Rule 16: Treat all staff as professionals. Clear, honest communication that respects the abilities, experience and dignity of each individual is expected. As with your Council colleagues, practice civility and decorum in all interactions with City Staff. Never publicly criticize an individual employee, including Council and Appointed Officials. 

Rule 17: Consumption of alcohol prior to a Council meeting is prohibited.

Rule 18: If a Council Member excuses themselves, or is removed, from a regular meeting, before the business portion, they will not be paid for that meeting.

The City Council of Edgemont, South Dakota shall have the authority to change the provisions of this Ordinance by Resolution.

Any ordinance or parts of ordinances in conflict with this ordinance are hereby repealed.

This ordinance shall be effective upon its passage and publication.

New Business: Ymca Pool Contract: Sandra Woodward made a motion to approve the YMCA Pool Contract and to have the Mayor & Finance Officer sign. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.

Hire Temporary Summer Help: Sandra Woodward made a motion to hire Trent McCartney for part-time summer help at the rate of $10.00 per hour contingent upon UA testing . Motion was seconded by Carla Schepler. Motion carried with unanimous roll call vote.

Executive Session Per Sdcl 1-25-2 (3) Litigation/Contracts: Sandra Woodward made a motion to enter into Executive Session at 7:27 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.

Returned to regular meeting at 8:20 p.m. No action was taken.

Water Treatment Facility: Sandra Woodward made a motion to have Karen Cain clarify wording of pipe replacement proposal with Dustin Dale and will agree to pay the difference between purchasing CPVC pipe and regular PVC. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.

Adjournment: Sandra Woodward made a motion to adjourn at 8:21 p.m. Motion was seconded by Carla Schepler. Motion carried with unanimous vote.

The next regular City Council meeting will be held June 5, 2018 at 7:00 p.m.
